THE CHARGES FOR THE SERVICES ON THE
"STEFAN CEL MARE" SUCEAVA AIRPORT
By the charges for services, the airport
management aims to encourage the airlines to operate on the “Stefan cel Mare” Suceava Airport. The opening of the
flight routes has positive influences not only upon self developing but both
in the developing of the Bucovina area from all points
of view: economic, administrative, cultural-scientific, tourism.
Taking into account these aspects and the
fact that a conclusion regarding the rehabilitation of a new flight route can
be reached only after a few months, the “Stefan cel
Mare” Suceava Airport grants the following
facilities:
- no landing fees;
- waiting for a period up to 3 months
since the opening of a new flight route;
- free base handling for a period up to 1
month since the opening of a new flight route.
The facilities
are granted depending on the period and frequency of flights.
The facilities and services assured by
the “Stefan cel Mare” Suceava Airport
are accessible, without discrimination, to all civil aircrafts.
GRANTED
FACILITIES
A) LANDING/TAKE-OFF –
gives the airliner the right to use the traffic surface (runway, taxiways,
apron) at landing/taking-off.
B) LIGHTING – gives the airliner
the right to use the lighting system for only one operation witch can be a
take-off or a landing.
C) STATIONING – gives the airliner
the right to use the apron for stationing or parking the aircraft in the time
of day or night, the first 3 hours being free of charge.
D) PASSENGERS AND SECURITY – the
use of the technical means and of the specialized personnel in the way of
preventing any act of illicit intervention and anti-social acts.
In the case of take-offs and landings which do not
proceed during the operational hours of the airport the charges will be
increased with 100%.
On the “Stefan cel Mare” Suceava Airport
the next sort of aircrafts are free of airport passengers, landing, waiting
and lighting fees:
a) Romanian states
aircrafts;
b) foreign states
aircrafts, for which there are bilateral accords in this way, accords
there are closed conform legal applicable stipulations, at the request of the
Romanian Ministry of Defense;
c) Romanian civil
aircrafts that are executing official missions, presidential or governmental
missions, and, speaking of the foreign ones, the ones that are based on
reciprocity;
d) The aircrafts that
belong to the United Nations, The Red Cross and The Red Crescent
Organization;
e) The civil aircrafts
that do missions of search and rescue or personal transport and materials in
case of this missions;
f) Aircrafts that do
humanitarian and urgent help missions;
g) Aircraft that are
forced to land because of technical issues, unfavorable weather conditions
or situations of major force.
h) Aircrafts that land
on with the approval of the Ministry of Transport, Construction and Tourism
and/or the Ministry of Defense;
i)
Other sort of aircrafts according to the law permissions.
There can be spared, totally or
partially, from the payment of the scheduled other sorts of aircrafts, with
the approval of Ministry of Transport, Construction and Tourism.
For flights that benefit of tax exempt
according to the Air Code will be charged for primary handling.
For basic airport fees is considered MTOW
(maximum take-off weight) of the aircraft that is listed in the flight
manual, tone fractions up to 500 kilos are neglected, those over 500 kilos
are considered a whole tone.
Passenger and security fees are taken for
every passenger, no matter the flight, excepting the next:
a) children under 2
years;
b) passengers in
transit, which continue travel with a flight that have the same indicative
that the arrival flight;
c) persons that
embankment on the aircrafts that benefit of tax exempt according to the Air
Code;
d) crews and shifting
crews of aircrafts.

I. BASIC
HANDLING
As a authorized by AACR performer
of ground handling services, the ,,ŞTEFAN CEL MARE’’ AIRPORT
is carry on his handling services, in concordance with the 03/2007 edition of
RACR – APSHT and the 2004 edition of AHM 810, with the propose of
aircraft serving in observance with international quality standards and best
time of serving, with maximum safety and security conditions. The services package
witch is offered includes:
1. The ground surveillance and
administration:
- The intermediation
and/or representation of the airline operator in relation with state, local, or
airport
authorities and with aeronautical economic
agents.
2. Passengers handling:
- Security control of
passengers and luggage;
- The attendance and
handling of the passengers in the access ways to/from the aircraft;
- Formalities for the
passing of the Romanian state frontier;
- Medical assistance;
3. Luggage handling:
At the arrival:
- Discharge them out
of aircraft luggage callas, manipulate them in the vehicle, transport and
manipulate
them on the conveyor belt from where are claimed
by the passengers;
At the departure:
- Security control of
luggage, manipulate of luggage in the vehicle and charge the luggage in the
aircraft
luggage callas;
4. Platform handling:
- Establishment of the waiting place;
- Aircraft directing made
by the ground traffic controller;
- Assistance of
aircraft parking;
- ……..of
the nose gear and main gear;
- The ensuring of communications
between aircraft and platform services suppliers;
- Contact the fuel
supplier;
- Coordinate the
access control to/from the aircraft from/in assigned zones;
- The ensuring of
security personal for the operation of surveillance of all the objects witch must
be
embarked/landed during the transportation between
the aircraft and assigned zones and during the
aircraft loading/unloading;
- The ensuring of guarding
and surveillance of the aircraft;
- The ensuring of P.S.I.
assistance;
1. Attendance of the aircraft:
- The ensuring of specialized
personal and of equipments for on demand services;
For the aircrafts which come
back to the baluster without any modification of the load there will not be
collected the base handling fee.
The handling, in case of the return to
the platform, which implies physical modifications in the commercial load,
will be half of the basic handling.
The handling for the aircraft that are
forced to land because of technical causes, unfavorable weather conditions or
cases of extreme emergency will be half of the base handling.
The handling for a technical landing with
noncommercial purposes will be half of the base handling only if the
commercial load will not be modified.
